The Ministry of Finance suspends the financial claims ofdelegates in preparation for a comprehensive settlement

Finance Minister Youser Barneh  announced the suspension of all executive and collection procedures against delegates and their sponsors, in response to repeated demands from delegates who have been facing financial obligations incurred by them for years.

In  a post on his personal Facebook page, Minister Bernier explained that this suspension comes within the framework of a process that the government is working on to reach a comprehensive administrative and financial settlement that will end the file once and for all.

The minister confirmed that he has directed the General Authority for Taxes and Fees and the directorates of finance in the governorates "to suspend the implementation of any financial claim or legal prosecution until the completion of the preparation and approval of the settlement", stressing that this measure "does not mean the revocation of the rights of the public treasury, but rather aims to ensure the success of the settlement and relieve the pressure on the delegates, who represent a scientific asset to the country".

 The Minister of Higher Education, Marwan al-Halabi, announced yesterday the allocation of the foreign exchange amounts necessary for the payment of the salaries of delegates abroad, which have been suspended since 2024,  confirming in a statement published by the ministry's official identifiers that the arrears for the years 2024 and 2025 are now awaiting final approvals to release and disburse them, following a meeting he held with the governor of the Central Bank of Syria, Abdel Qader al-Hasriya.

Al-Halabi explained  that the ministry sent the full data of the delegates to the concerned authorities on March 30, after completing them through an official electronic link in coordination with the Ministry of Interior.

Delegates to public universities have been suffering from the interruption of their salaries and financial allocations since the third third of 2024, noting that the government recently decided to lift travel and departure restrictions for delegates in order to facilitate their return to Syria and complete their procedures.
