
The Ministry of Finance publishes the executive regulations of the decree on the qualitative increase of a number of ministries

The Ministry of Finance, in cooperation with the Ministries of Education, Higher Education and Health, has published the executive regulations of Decree No. 68 of 2026 on the qualitative increases in salaries and wages for workers in their sectors.
Education Sector
A joint statement by the Ministry of Finance and Education said that this increase comes in appreciation of the role of educational cadres in building human beings, and in support of their job and living stability, in order to enhance the ability of the Syrian school to perform its educational and educational mission in various governorates.

The joint statement added that employees of the Ministry of Education in remote and semi-remote areas benefit from the additional compensation stipulated in the executive instructions, by 15 percent for remote areas and10 percent for semi-remote areas, according to the official definition of these areas by a decision of the General Secretariat of the Presidency of the Republic.
Higher Education Sector
A joint statement was also issued by the Ministry of Finance and Higher Education, which confirmed that the increase comes within the framework of supporting cadres working in higher education and scientific research institutions, and enhancing their job stability, which is reflected in the quality of the educational and research process, and provides universities, institutes and university hospitals with a work environment that is more capable of continuing and developing.

The Education and Finance statement indicated that the benefit of the qualitative increase is determined according to the official approved regulations, according to the job title and legal status of the worker, and is not based on the name of the entity alone.
He explained that the integration between fiscal policy and educational policy is the practical way to transform decisions into a tangible impact that is reflected on the university institution and the quality of its services.
He said: "Investing in human resources is a key pillar in the advancement of the higher education sector, and improving the living conditions of workers in this sector is a necessary step to build an educational and research system that is more capable of serving the community, and supporting the university, students and scientific research."
Health Sector
In a third joint statement between the Ministry of Finance and the Ministry of Health, he pointed out that the employees of the Ministry of Health in remote and semi-remote areas benefit from the additional compensation stipulated in the executive instructions, by 15 percent for remote areas and10 percent for semi-remote areas, according to the official definition of these areas by a decision of the General Secretariat of the Presidency of the Republic.

The statement stressed that this step is part of the new Syrian state's mission to improve livelihoods and living standards, within the path of developing the services and health care sector, which also contributes to achieving the goals announced by the two ministries together at the end of last year, to reach universal health coverage by 2030.
