The government releases 28 fighter jets from the "SDF" as part of the January 29 agreement

  On Monday, June 1, the Syrian government released 28 fighters from the Syrian Democratic Forces (SDF), in a new batch within the implementation of the January 29 agreement between the government and the SDF.

  In a post on his personal Facebook account, Deputy Governor of Al-Hasakah Ahmed Al-Hilali explained that the number of those released under the agreement has increased with this batch to more than 1200 members, stressing the government's commitment to finalize the file of all detainees covered by the agreement, and to consider this file – along with the files of displaced and displaced persons – as non-negotiable humanitarian files.

He pointed out that some individual cases may be "delayed in their decision" when the person requested to be released is being prosecuted in other cases that are not related to affiliation with the SDF, explaining that these files "are dealt with in accordance with the applicable legal paths."

 Al-Hilali, who is also the spokesman for the presidential team tasked with overseeing the implementation of the January 29th agreement, stressed  that "work is ongoing to complete the full implementation of the agreement, in order to ensure that all cases are addressed in accordance with the approved legal and humanitarian frameworks".

For its part, Hawar, which is close to the SDF, said, "As part of the prisoner exchanges between the Syrian Democratic Forces and the government, 28 captured female fighters from the Women's Protection Units were released today," and published a list of the names of the women fighters who were released.

 

Administrative integration proceeds cautiously

The processes of administrative merger and handover of government institutions in Al-Hasakah province are proceeding at a cautious pace, amid field and legal complications that accompany the implementation of the January 29 agreement, and despite the slow procedures resulting from the large number of files and the overlapping of sovereign powers,  the presidential team in charge has confirmed more than once that the process has reached an advanced stage compared to its beginnings.

The judicial file remains the most prominent knot, as the process of receiving judicial palaces in Al-Hasakah and Qamishli is stalled due to disagreements over the official banner and the mechanism for merging the courts of the "Commission of Justice", which has prevented the entry of judges and government employees so far.

 

Consensus to close 5 prisons

On the other hand, the prison administration sector is witnessing clearer progress, after agreeing to close 5 main prisons, including "Nafikr" and "Ambara", and to transfer all prisons to the direct authority of the state with the establishment of a unified central prison, while the other sites are used as temporary detention centers.

 Civil  status and immigration witnessed a partial activation limited to citizenship transactions for the Kurdish component, the payment of pensions' salaries, and the completion of transactions related to Damascus, with promises to gradually expand services.

 In the file of basic services and banks, the government electricity grid has been connected to a number of cities to alleviate the energy crisis, while government banks are still out of service administratively, relying on limited electronic payment applications such as "Sham Cash" to manage part of the financial transactions.

 

The latest developments in the military integration of the SDF with the Syrian army

3 military brigades of SDF fighters have been  officially integrated  into the staff of the 60th Division allocated to Al-Hasakah governorate, with the creation of a fourth brigade for the fighters of Ayn al-Arab (Kobani) to be linked to the military teams operating in Aleppo province, provided that the possibility of joining other factions, such as the Manbij Military Council and the Democratic North Brigade, remains available optionally according to the criteria of readiness and field experience.

At the command level , Sipan Hammou was appointed assistant minister of defense for the affairs of the eastern region, and Hajji Mohamed Nebu (Jia Kobani) was appointed second deputy commander of the 60th Division, in a move aimed at consolidating the channels of command and control within the new military structure.

The merger plan includes the delivery of lists of names in batches, and the start of a training program to qualify SDF officers within the official military college, with the aim of unifying military concepts and coordinating combat doctrine between the integrated formations and the Syrian army.
