
Syrian News publishes the proposal of the Ministry of Higher Education for qualitative increases in the salaries of its cadres

Syrian News obtained a copy of the proposal submitted by the Ministry of Higher Education and Scientific Research to the Ministry of Finance regarding qualitative increases in the salaries of its cadres, in implementation of Presidential Decree No. 68 issued by President Ahmed Al-Sharaa on March 19.
According to the proposal, the proposed increase rates have reached unprecedented levels, exceeding 200% in a number of specialties, most notably: teaching assistants by 223%, administrative and technical managers in university hospitals by 275%, dentists by 383%, and general practitioners by 317%.
Sources confirmed to Syria News that these percentages are still a preliminary project and have not yet been approved by the Ministry of Finance, which will be studied in terms of cost and financing capacity before making a final decision.
It explained that all higher education cadres whose specializations are not included in the qualitative increases will be treated with a uniform increase rate of 50%, as stipulated in Decree 68.
The Ministry of Finance issues the executive instructions for the salary increase decree
On Sunday (May 2nd), Minister of Finance Yousser Barnieh issued the executive instructions for Decree No. 67 granting a general increase of 50% on salaries and lump sums to employees in ministries, departments, public institutions, companies, public sector establishments and other administrative units.
The Executive Instructions stipulated that the increase will be calculated based on the salary or monthly lump sum wage effective on December 31, 2025, and includes various categories of civil workers, including celebrities, daily wage, temporary workers, and those working on employment contracts, as stipulated in the first and second articles of the Instructions.
Article 8 of the instructions specified that the planned increase will be paid with the salaries of the last week of May 2026, which means that employees will receive their salaries, including the increase, starting from the end of this month, and the Ministry clarified that the executive instructions of Decree "68" on qualitative increases will be issued successively.
Compensation based on old wages
The Executive Instructions confirmed that all compensation granted to employees in accordance with the laws and regulations in force will remain calculated on the basis of wages in force on March 17, 2026, i.e. before the implementation of the new increase.
She explained that the increase of 50% does not include compensation, but rather the latter remains calculated on the old salary, which aims to control the mass of expenditure and prevent further inflation in the compensation items.
Article 7 of the Executive Instructions specifies the mechanism for securing the financial expenditure resulting from the implementation of the decree, through two tracks, the first, which is the public entities of an administrative nature, and the increase is disbursed from the allocated appropriations for 2026, and in the event that the full amounts allocated for salaries and wages are exhausted, the entity has the right to request additional appropriations from the Ministry of Finance.
The second track is represented by the economic public sector entities and public construction companies, where the increase is financed from the savings of the estimated budgets for 2026 for each entity separately, without imposing additional burdens directly on the treasury.
