
Syria exempts holders of the Turkish "Basic Education" certificate from the general exam

The Ministry of Education has issued a decision to exempt students who have obtained the Basic Education Certificate issued by the Turkish Ministry of Education and duly certified from taking the Basic Education Certificate exam in Syria.
The decision , published by the Ministry of Education today, Monday, April 27, through its official IDs, included the direct admission of these students to the ninth basic grade in the regular study system, provided that the age requirement is met and they will later undergo a transitional exam for the ninth grade within their schools.
In its decision, the Ministry of Education indicated that the conditions of success and failure in force in the eighth grade of the transitional element, issued by the ministerial communiqué on January 18, will be applied to the students.
According to the decision, holders of the Turkish certificate are exempted from taking the general exam for the basic certificate, and accordingly, students who pass the ninth grade transitional exam will be admitted to the first grade of secondary school, in accordance with the registration and admission instructions for students returning from outside Syria.
Exemption from the Equivalency Exam
On March 13, the Ministry of Education suspended the "supplementary exam" required to equip foreign preparatory and secondary school certificates granted from outside Syria to Syrian students during the academic years 2025-2026 and 2026-2027, according to an official decision in which it relied on the provisions of Law No. 19 of 2002, especially the first article that grants the Ministry of Education the authority to equivalence non-Syrian certificates at the level of secondary school and pre-secondary certificates.
The ministry explained that its decision aims to facilitate procedures for Syrian students coming from abroad who hold non-Syrian educational certificates at the basic and secondary education stages, allowing them to join Syrian educational institutions in a timely manner.
The Ministry confirmed that it has taken into account the challenges faced by returning students from different countries, and seeks to provide an appropriate educational environment that guarantees them equal opportunities within the national educational system.
The Ministry of Education conducts annual exams for the supplementary subjects of the General and Vocational Secondary Certificate, the Preparatory Year, and the Basic Education Certificate, in three sessions during the months of February, August and November.
Syrian students and their equivalents who hold foreign preparatory or secondary certificates used to take these exams, with the aim of equalizing their degrees and continuing their studies in Syrian schools or universities in accordance with the applicable regulations and decisions, before it was decided to suspend the implementation of this procedure during the two academic years.
Procedures for the integration of returning students
The Ministry of Education has directed its directorates in the governorates, since the beginning of the academic year in September 2025, and with the return of large numbers of Syrian students from neighboring countries to facilitate the procedures for registering returning students by police, in order to ensure their integration into the educational process as soon as possible, and to affirm the right to education for all without exception.
On September 12, the Ministry of Education issued a circular to its directorates in the governorates to facilitate the procedures of "conditional registration" for returning students, as they were allowed to register based on the data provided by the guardian, or through a written declaration of their validity, with a pledge to complete the identification papers later.
