Syria confirms its readiness to cooperate with the International Commission of Inquiry on the events in Sweida
The Ministry of Foreign Affairs and Expatriates confirmed Syria's readiness to continue cooperation and dialogue with the Independent International Commission of Inquiry, following the issuance of its report on the events witnessed in Sweida governorate in July 2025, noting that the government has dealt with the developments with the highest degree of responsibility and transparency from the first moment.
The ministry said in a statement on Friday that the Syrian government, based on its commitment to the principles of justice and accountability, hastened in early August 2025 to form an independent national commission of inquiry into the events in Sweida, and launched in September a roadmap to resolve the crisis, which included an official call for the international commission to conduct its own investigation, while emphasizing that all those involved in violations will be held accountable in accordance with national laws.
The ministry explained that the government reviewed the international report and its presentation of the structural factors that contributed to the worsening of the situation, including the repercussions of previous years of conflict, violations during the Assad era, the proliferation of weapons, the escalation of drug trafficking, in addition to societal tensions and incidents of mutual kidnapping. The report also noted the impact of Israeli strikes on the complexity of the scene and impeding de-escalation efforts.
The Ministry of Foreign Affairs praised the report for the formation of the National Commission of Inquiry and its official cooperation with it, whether by providing access to the governorate, facilitating the meeting of the concerned authorities, or adhering to the principles of transparency and justice, stressing its appreciation for the constructive cooperation between the International Commission and the National Committee.
The Ministry stressed that the Syrian government is taking the report seriously regarding the violations against civilians in Sweida, stressing its commitment to holding all those involved accountable without exception, and to continue the path of accountability initiated by the competent authorities based on the findings of the National Committee.
The report highlighted the continued violations committed by local groups led by Hikmat al-Hijri, including a lack of accountability, obstruction of the committee's work and restrictions on freedom of movement, highlighting the need to restore state institutions to their full role in protecting civilians and promoting the rule of law.
The Ministry praised the progress made in the implementation of the national roadmap, including the issuance of the report of the International Commission of Inquiry, the return of a number of detainees to their families, the continuation of efforts to create the appropriate conditions for the return of displaced persons, enhance trust among components of society, and rehabilitate infrastructure.
The Foreign Ministry reiterated Syria's commitment to implement the remaining items of the road map in cooperation with regional and international partners, in a way that contributes to achieving comprehensive security, preserving the country's unity and meeting the aspirations of Syrians for justice and dignity.
