Syria agrees with the Turkish company "Turksat" to digitize real estate services

The Ministry of Local Administration and Environment signed a Memorandum of Understanding (MoU) with the Turkish company "Türksat" to enhance cooperation in the fields of digital transformation and technological innovation, especially with regard to real estate registration and survey services.

The MoU was signed via video conference on Monday, April 20, 2026, with the participation of the Deputy Minister of Local Administration and Environment, Zafer Al-Omar, and the Director of Turksat Company, Ahmed Hamdi Atalay.

 Al-Omar said in a statement to Anadolu Agency that the digital transformation plan that the Syrian government is working on was prepared after a comprehensive analysis of the current situation and a study of field experiences in various countries, especially Turkey, where  a Syrian delegation visited  Ankara last December to review the services of the land registry, surveying and the working mechanisms of the municipalities there, stressing that "Turksat" has become "an important partner in this process after a series of contacts with several institutions and countries."

Al-Omar pointed to the pivotal role that Turksat plays in building the digital infrastructure for real estate services in Turkey , considering that the current MoU constitutes a general framework for cooperation, and that more specialized contracts will be signed later, especially in the field of digitization of real estate services.

The implementation of the memorandum is linked to the financial capabilities, available infrastructure and the current state of documents, al-Omar said, noting that most of Syria's land records "are still paperwork, and some need to be restored".

He revealed that the government plans to "digitize between 500 and 600 thousand contracts in addition to about 5,000 real estate records in the capital Damascus alone", with the aim of completing the digitization process in the city within about 12 months, stressing that the digitization of records will allow citizens to access services electronically without the need to visit the concerned institutions in person, in a step aimed at modernizing real estate management and facilitating government procedures.

Syrian-Turkish Talks to Develop Digital Security Systems

A technical delegation from the Syrian Ministry of Interior paid an official visit to Turkey in April 2026, dedicated to discussing mechanisms for exchanging experiences in the field of digital systems used within security institutions.

The visit included a direct review of the technical infrastructure at the Turkish Ministry of Interior, in addition to reviewing the digital transformation systems supervised by Turksat, as part of efforts to enhance technical capabilities and develop digital security management systems in Syria.

The meetings of the Joint Economic Committee between the two countries in August 2025 resulted in the signing of 14 cooperation protocols covering multiple fields, including digital transformation, and the agreement included an understanding on the opening of a new technical center in Syria in cooperation with the Turkish "MIXT" Foundation, with the aim of transferring the experience of industrial digital transformation and localizing modern technologies within Syrian institutions.

The national institution responsible for the operation and management of the satellite communication system in the Republic of Turkey, it is a state-owned company established in 1990 and based in Ankara and has developed into one of the leading entities regionally and internationally in the fields of satellite communications and information technology.

The company also provides high-speed internet services via fiber optic and cable networks, as well as KaBand  satellite internet solutions for areas lacking traditional infrastructure, with a recent expansion to provide these services in neighboring countries to support public institutions.
