The  head of the Russian-Syrian Business Council, Dr. Louay Youssef, revealed on Saturday, June 6, that a meeting was held at the Russian naval base in Tartus in the presence of the commander of the base, the director of the positioning center and the military attaché for defense affairs at the Russian embassy, which resulted in providing full support for the activation of the operations of supplying Russian goods to Syria.

In a post on his personal Facebook page, the Russian official explained  that the support includes the development of the supply chain of the main collection and distribution center for Russian strategic goods exported to Syria, which was established in partnership between the Russian-Syrian Business Council and Rosline and its coalition companies, especially Zajel Company, one of the arms of the Syrian Sovereign Fund.

 

Regular shipping line between Tartus and Novorossiysk

Yousef explained that the center will operate  a regular shipping line between the port of Tartus and the Russian port of Novorossiysk to transport and unload goods in the center's warehouses, in addition to providing customs clearance services to ensure the smooth entry of goods and internal transportation from the port to various governorates, and to manage marketing and sales at the level of Syria and neighboring countries (Iraq, Jordan, and the Gulf countries).

During the meeting, arrangements were made for the legal transfer of funds to all countries, as well as the provision of licensed private guards to secure goods at storage sites, and security and safety facilities for foreign elements, Russian delegates and trade supervisors, Yusuf  said.

 

Russian supply artery accelerates towards the Mediterranean

The regular shipping line between Tartus and Novorossiysk is the most important maritime artery in the movement of Russian goods towards the Eastern Mediterranean and the pillar on which the newly activated collection and distribution center at the port of Tartus depends. 

Russian reports confirmed that this line will not only serve as a shipping route, but also as an integrated logistics system that reshapes the flow of Russian goods to the region, noting that the line will provide  a direct link between the Russian export center at the port of Novorossiysk and Tartus, allowing shipments to arrive in just 5 to 7 days, which is an ideal time for food and sensitive commodities and ensures the security of supply chains thanks to military and sovereign coordination that reduces customs complications and keeps the movement of goods stable and regular.

Ships coming from Novorossiysk  will reportedly unload their cargo directly to support the center's operations, before redistributing goods to Syrian markets or connecting them to other active sea lanes in Tartus, such as the reactivated Mersin-Tartus line, giving the port an advanced regional role in trade traffic.

Rosline leads operational  coordination with Zajil, the logistics arm of the Syrian Sovereign Fund, to secure shipping routes and bypass customs complexities, giving it a pivotal role in securing supply chains and unloading, storing, and distributing strategic goods and materials coming from Russia.

 

What is Zajel Company?

Zajel Transport Company was established in 2008 as a Syrian limited liability company working in the field of freight services, land transportation, packaging and customs clearance, before witnessing a radical transformation in its position and role within the country's economic structure. 

With the restructuring of economic structures following the fall of the former regime,  Decree 113 was issued in July 2025, which created the Syrian Sovereign Fund, to restructure Zajil and acquire and integrate it into the new sovereign system as the executive logistical arm of the Fund.

 This transformation has made Zajil responsible for managing vital logistics files, as government transport tasks and lines have been transferred to it, in addition to responsibilities related to ports and crossings and managing the movement of strategic goods. Thus, the company has moved from its traditional role as a transport services company, to a sovereign component that operates the country's logistics infrastructure and facilitates joint trade with international partners.
