Qatari UCC Starts Implementing 1000 MW Thermal "Zayzoun"

Minister of Energy Mohammed Al-Bashir announced the start of the implementation of the 1000 MW Zayzoun Thermal Power Plant project, as part of an agreement signed last May with  the Qatari UCC Company for 5000 MW generation projects.

In a post on the X platform, Al-Bashir said that the start of the implementation of the "Zayzoun" project comes "after dozens of sessions of continuous work, and in-depth discussions of contracts, memoranda of understanding and agreements, considering that this step means the transition of the energy sector from the stage of signing to implementation and from planning to reconstruction.

Memoranda and Agreements

The current project  was  signed for the first time in May 2025 between the Syrian Ministry of Energy and a group of international companies in the presence of the Syrian President for the Transitional Period, Ahmed al-Shara, and the US Special Envoy to Syria, Thomas Brock, according to the Syrian News Agency (SANA).

Minister Al-Bashir said that an agreement and memorandum of understanding were signed, which is the first in size, type and value in Syria, where the value of the investment amounted to seven billion dollars with a consortium of leading international companies in the field of energy, led by "Urbancon" Holding Company through its Qatari company "UCC", the American Power International Company, and the Turkish companies Kalion Energy and Cengiz Energy, which are specialized in the field of energy.

The MoU allows investment in the energy sector to generate (5000) MW, through the development of four power plants with combined cycle gas turbines (CCGT) in the Trifawi stations in Homs countryside (1500) MW,Maharda (1000) MW  , Zayzoun in Hama countryside (750) MW, Deir Ezzor (750) MW, and a solar power plant with a capacity of (1000) MW in the area of Wadian Al-Rabie in Damascus countryside, with a total generation value of (5000) MW, using American and European technologies.

5,000 MW Plants

The Syrian Ministry of Energy has signed final agreements with a consortium of international companies led by Urbakon Holding, to establish four power plants with a total capacity of 5,000megawatts, running on natural gas and solar energy.

The agreements include the construction of plants in northern Aleppo, Deir Ezzor, rural Damascus and the central region, in addition to solar energy projects with a total capacity of 1000 MW distributed over several sites in Syria, the ministry announced on its Facebook page in November 2025.

The Zayzoun Thermal Power Plant is a power plant located in the Al-Ghab Plain in the western countryside of Hama, and was established in 1997 at a cost of more than 500 million euros, and was considered a basic pillar of energy with an actual capacity of 450 megawatts, before it was put out of service after armed factions took control of it in 2015 and was destroyed and looted.

Who is UCC Qatari

Qatari company UCC Concession will assume the role of lead developer in the Zayzon plant agreement  , along with Turkey's Kalyon GES Enerji Yatirimlari and Cengiz Enerji, and the U.S. company Power International USA.

Based in Doha, Qatar, UCC Holding operates in the field of energy, concessions and construction, and is a Tier 1 licensed construction company with a rating of 41 as an international contractor, 10th in the energy sector and 98th in buildings by ENR – USA, according to its online identifiers.
