
President Al-Shara Issues Two Decrees to Establish Syrian Electricity and Water Corporation

President Ahmed Al-Sharaa issued Decree No. 45 of 2026, establishing the Syrian Electricity Company (SEC) to be a public holding company of an economic nature wholly owned by the state, enjoying legal personality and financial and administrative independence, linked to the Minister of Energy, and headquartered in Damascus.
This decree comes within the framework of modernizing the institutional structure of the electricity sector in Syria, in order to enhance the efficiency of management and operation, and raise the readiness of the sector to enter a more professional phase and the ability to manage electrical resources and facilities according to modern economic and regulatory foundations.
According to the decree, the Syrian Electricity Company shall replace the General Generating Corporation and its subsidiaries, as well as the General Corporation for Electricity Transmission and Distribution and its subsidiaries, and shall vest all related rights, obligations, contracts and agreements, including financial, administrative, technical and operational aspects.
The establishment of the company aims to develop a professional investment environment in the electricity sector, enable good governance and transparency, enhance competitiveness, and attract local and international investments, thus contributing to the development of electrical infrastructure, raising the efficiency of services and improving their sustainability.
The company is also responsible for proposing strategies and plans related to the development and investment of the sector's resources, preparing and signing contracts related to development and marketing works, contributing to the establishment and management of subsidiaries or joint ventures, in addition to managing and operating assets, facilities, equipment and infrastructure related to the electricity sector, developing national capabilities and human resources, and adhering to sustainability and green transition policies.
The company is managed by a board of directors and a CEO, within a governance framework that ensures efficiency, control and compliance with the approved legal and accounting standards, in order to achieve the best possible management of the assets and capabilities of the electricity sector in Syria.
This decree constitutes an important institutional step in the process of reorganizing the electricity sector, developing its management, operation and investment tools, in line with the requirements of the next phase and enhancing the country's ability to rebuild this vital sector on a more efficient, flexible and sustainable basis.
Establishment of the Public Corporation for Drinking Water and Sanitation
President Ahmed Al-Sharaa also issued Decree No. 46 of 2026, which establishes the Public Corporation for Drinking Water and Wastewater, to be an institution of an economic nature with legal personality and financial and administrative independence, linked to the Minister of Energy, and its headquarters in Damascus.
This decree comes within the framework of developing the institutional structure of the water and sanitation sector in Syria, in a way that enhances the efficiency of management and operation, and raises the readiness of the sector to enter a more organized and effective phase in providing basic services to citizens.
According to the decree, a public company for drinking water and wastewater will be established in each governorate, affiliated with the Public Corporation, which enjoys legal personality and financial and administrative independence, to replace the existing institutions and companies in the governorates, in order to ensure the unification of institutional reference, improve performance, and raise the quality of water and health services throughout the Syrian geography.
According to the decree, the Corporation is also responsible for proposing and implementing national policies and strategies in the fields of drinking water and wastewater, supervising investment and development projects, monitoring water quality, and enhancing the efficiency of management, governance, control and transparency in this vital sector.
This decree embodies a new step in the process of reorganizing the vital service sectors and modernizing their institutional structure, in line with the requirements of the next phase, and enhances the country's ability to manage water and sanitation services more efficiently and sustainably.
