President Ahmed Al-Sharaa Issues a Decree to Establish the Syrian Mining Company

  President Ahmed  Al-Sharaa issued Decree No. 44 of 2026, establishing the Syrian Mining Company (SMC) to be a public holding company of an economic nature wholly owned by the state, enjoying legal personality and financial and administrative independence, and linked to the Minister of Energy, and headquartered in Damascus.

This decree comes within the framework of modernizing the institutional structure of the mining and mineral resources sector in Syria, in a way that enhances the efficiency of management and investment, and raises the readiness of the sector to enter a more professional phase, and the ability to invest national resources according to modern economic and regulatory foundations.

According to the decree, the Syrian Mining Company replaces the General Company for Phosphates and Mines, as well as the directorates, laboratories, and production and commercial units of the General Organization for Geology and Mineral Resources, in all matters related to investment, production and operational tasks, while maintaining the regulatory and sovereign roles related to geological data, the mineral registry, and licensing and control work, within the approved legal frameworks.

The decree aims to build a leading national arm in the mining sector, by developing a professional investment environment based on efficiency, quality, and integration between the various stages of investment, in addition to enhancing good governance, transparency and accountability, and raising the competitiveness of the sector at the regional and international levels, which reflects positively on the national economy, and contributes to maximizing the return from internal wealth, expanding development and investment opportunities, and creating new job opportunities.

The decree consolidates the state's orientation towards more effective and sustainable management of mineral resources, and transforms this sector into a real economic lever that contributes to supporting recovery and reconstruction paths, and enhances the national utilization of natural resources in the public interest and comprehensive development.
