
Ministry of Energy and GOAL sign a memorandum of understanding to enhance water infrastructure

The Ministry of Energy (MOE) signed a memorandum of understanding ( MoU) with the international humanitarian organization "GOAL" on May 5, which aims to develop the infrastructure of the water sector and improve the sanitation situation, at the building of the Public Corporation for Drinking Water and Sanitation in Harasta, 7 km north of Damascus.
The Ministry of Energy announced in a statement through its official IDs that the MoU focuses on supporting initiatives implemented in partnership with the Ministry of Energy, in order to achieve an improvement in services and infrastructure, especially in the fields of water and sanitation, supplying pumping stations with solar energy, and monitoring the groundwater level, with a focus on sanitation services and addressingtheir problems.
According to the statement, the MoU also aims to promote sustainable recovery through the implementation of joint programs in line with national priorities, and to ensure institutional sustainability through operational and maintenance capacity building for the Ministry of Energy and its subsidiaries.
Continuous efforts to improve the water and sanitation sector

In 2026, the Syrian government signed agreements with international organizations to strengthen water infrastructure, most notably an agreement with the United Nations Development Programme (UNDP) with the aim of modernizing old water treatment plants and providing clean water to about 1.2 million people in the northern and central governorates.
An agreement with UNICEF to enhance access to safe drinking water for children and schools in camps and affected areas through the installation of tanks and pumps and maintenance of existing networks.
Damascus also signed a memorandum of understanding with Russian companies to modernize water treatment plants in Aleppo and Damascus countryside, and an agreement with Emirati companies to provide desalination technologies and improve distribution networks in desert areas.
In collaboration with NGOs, GOAL in collaboration with ACTED has implemented projects to improve sanitation in camps in northwest Syria, including small treatment plants and health awareness programs, as well as Mercy Corps projects in rural Damascus to maintain water pumps and distribute tanks to remote areas.
GOAL

GOAL is an international relief and development NGO founded in 1977 in Ireland, headquartered in Dublin.
GOAL has been working in Syria since 2011, specifically targeting affected governorates such as Idlib, Aleppo, Damascus and its countryside, and some areas in the northeast.
GOAL funds its activities from multiple donors such as the European Union and the Irish Ministry of Foreign Affairs, collaborates with UN agencies and local organizations to ensure effective aid access, and is classified as a transparent and reliable organization that publishes annual reports showing its budget and activities on its official website.
