Minister of Finance: More than 111,000 requests for the repayment of salaries are under review

Finance Minister Yusr Barnia revealed that his ministry has received more than 111,000 letters related to the repayment of the salaries of dissidents from the old regime and military retirees, stressing that all applications are currently subject to audits according to the approved verification mechanisms.

Barnia explained that more than 58,000 applications have been verified for conformity with the records of the Insurance and Pensions Authority, and the links of the forms have been sent to their owners, while about 52,700 beneficiaries have successfully filled out the forms, and the institution is currently working on scheduling in-person attendance to complete the required procedures.

The minister published on his personal Facebook page a new clarification on the progress of work in this file, stressing that the ministry continues to implement the previously announced plan in a gradual and orderly manner to ensure the accuracy of the treatment and the safety of the results.

Barnia pointed out that complaints have been received from some beneficiaries related to technical difficulties while filling out the electronic forms, stressing that a special mechanism will be announced later to receive applications from those who faced errors or technical problems, after the completion of the processing of most of the current applications.

He pointed out that the ministry has received a large number of letters from defectors and heirs, but their processing has not yet started due to complications related to verification mechanisms and lack of data, explaining that work is underway to solve these problems in preparation for sending the links of the forms to them soon, in order to ensure the comprehensiveness and fairness of the treatment.

In a related context, the minister criticized attempts to "confuse and spread rumors" targeting the ongoing procedures, stressing that the ministry "does not pay attention to them" and that the aim of the steps taken is verification and fairness, not complexity, in light of the great lack of available data.

Barnia concluded by stressing the commitment of the Ministry of Finance to address all observations, and work to facilitate procedures and achieve the highest degree of accuracy and transparency in this sensitive file.

30 days from registration starts

 The Ministry of Finance announced on Wednesday,  April 1, 2026, the start of electronic registration for the repayment of suspended pensions via free text message (SMS) to the number 3346.

The Ministry explained that the content of the letter includes the triple name, national number, title and mother's name, stressing that the concerned person is responsible for the accuracy of the data provided.

The Ministry indicated that applications are accepted exclusively from the concerned person and not from the agents, calling for verification of the correctness of the phone number sent from him, as it is the approved means of communication, where the request will be audited and the procedures will be completed later.

Who are the eligible salaries?

The Ministry of Finance has determined the categories entitled to receive pensions from military retirees and their heirs in accordance with legal controls that stipulate that they should not be involved in any crimes against Syrians, and the eligible categories include military retirees in the Ministries of Defense and Interior whose salaries have been suspended during the past years, in addition to military defectors who have not returned to service and have reached the legal retirement age, and the decision includes military personnel who were referred to retirement after April 2011 and whose pensions were suspended after Tahrir, as well as former incumbents of public office, including ministers, governors, and members of the People's Assembly whose pensions were suspended despite their legal entitlement.

With regard to the rights of the heirs, the pension will continue to be paid to the widow at a rate of 50% if she is the sole beneficiary, and this percentage will be distributed in the case of children, with the payment ceases upon marriage.

As for children, they continue to receive the pension until they reach the age of 18 or the end of university studies for males, and even marriage or work for females. Parents can also receive a share of the pension that may reach 87.5% in some cases together, provided that they are proven to be dependent on the deceased, and this determination comes with the aim of ensuring that pension rights reach those entitled to them in accordance with the laws in force and in a way that achieves justice in the distribution of pensions.
