
Final steps to elect representatives of Al-Hasakah to the People's Assembly

On Wednesday, May 6, 2026, the Supreme Committee for the Elections of the People's Assembly issued a series of decisions that included the announcement of the preliminary lists of subcommittees in a number of electoral districts, in addition to the formation of judicial committees specialized in considering appeals and objections, within the framework of completing the organizational and legal preparations for the electoral process.
The decisions included Al-Hasakah governorate with its various regions (Al-Hasakah, Al-Malikiya, and Qamishli), in addition to the district of Ain al-Arab (Kobani) in Aleppo province, in a step that reflects the acceleration of the procedures related to electoral entitlement.
The People's Assembly elections in al-Hasakah were scheduled to take place earlier last month, but the delay in the SDF's handover of the judicial palaces in the province prevented this, noting that President Ahmed al-Sharaa said during his participation in the Antalya Diplomatic Forum on April 23 that the elected Syrian People's Assembly will hold its first session at the end of April 2026.
Preliminary lists in 3 circuits and a judicial committee to consider appeals
According to Resolution No. 18 of 2026, the Supreme Committee announced the preliminary list of subcommittees in Al-Hasakah province, distributed over three electoral districts.
The decision stipulated that the right to appeal these lists to any interested party, within his electoral district, before the Appeals Committee at the Adliya Center in Al-Hasakah Governorate, during Thursday, May 7, and Saturday, May 9, 2026, in accordance with the approved legal procedures.
Prior to the announcement of the preliminary lists, the Supreme Committee issued Decision No. 16 of 2026, which calls for the formation of a judicial subcommittee in Al-Hasakah province, which will be tasked with deciding on objections and appeals related to the People's Assembly elections in the three districts.
The Supreme Committee has designated the Hasakah Governorate Justice Center as a headquarters for receiving objection and appeal requests, stressing that the work of the committee is carried out in accordance with the laws and procedures in force, and in a way that ensures the smooth running of the electoral process in an orderly manner.
Preliminary List and Judicial Committee in Ayn al-Arab
In a related context, the Supreme Committee issued Resolution No. 19 of 2026, which includes the preliminary list of the subcommittee in the district of Ain al-Arab in Aleppo governorate.
The committee also made it possible to challenge this list before the appeals committee at the Aleppo Governorate Adalia Center, during the 7th and 9th of May, within the time period specified for objections.
This was preceded by the issuance of Decree No. 17 of 2026, which stipulated the formation of a judicial subcommittee of the Ain Arab district to consider, according to the decision, appeals and objections related to the People's Assembly elections in the aforementioned district, provided that applications are received at the headquarters of the Adliya in Aleppo governorate.
Previous Context Delayed for Elections
Since mid-January, the elections in Al-Hasakah and Ayn al-Arab provinces have been delayed as a result of developments on the ground, as they have entered a new phase since mid-January after the advance of the Syrian army forces and their control over large areas of the eastern and southern countryside of Al-Hasakah, while the main cities, such as Al-Hasakah and Qamishli, in addition to the district of Ayn al-Arab (Kobani), remained under the control of the Syrian Democratic Forces (SDF).
Later, the January agreement between the Syrian government and the SDF set a framework for the integration of institutions within the official ministerial structures, which opened the door for the gradual reactivation of the departments and the start of work on holding the People's Assembly elections.
Radical Transformations in the Electoral System
Since the overthrow of the regime on December 8, 2024, Syria has witnessed a broad transformation in the structure of the electoral system, following the transition of the People's Assembly elections from direct suffrage that lasted for decades to the indirect system of "electoral bodies", within the framework of the restructuring of constitutional institutions and the launch of a new legislative cycle that extends between 2025 and 2026.
The main round of elections was held on October 5, 2025, where more than 1,500 candidates competed for 140 seats out of 210 seats in the Council, while 70 seats were allocated for direct appointment by the Transitional President of the Republic, and the Supreme Elections Committee announced the final results on October 6, after 119 candidates won in the first round, followed by by-elections that resulted in the selection of 7 additional deputies.
The new electoral system is based on the selection of council members through electorates of about 6,000 people, representing different social and professional strata, rather than direct popular suffrage. The candidates were selected through a special presidential committee, in a move that was seen as part of the reset of the political process during the transitional period. However, elections in the governorates of Suwayda, Raqqa and Hasakeh were postponed for security and political reasons.
Raqqa completes its parliamentary elections
The elections for the People's Assembly in Raqqa governorate were completed on March 17, 2026, before the final results were officially announced the next day, and the electoral process in the districts of Raqqa and Tabqa witnessed the participation of members of the electoral bodies in the cultural centers designated for voting, amid high attendance rates and participation of about 84% of the members of the electoral body, thus the governorate completed all stages of voting, in a step added to the process of completing the formation of the new council within the legislative session 2025-2026.
The Tal Abyad region held its elections on October 23, 2025, where two representatives of the region were selected within the early stage of the electoral process, in the context of special arrangements imposed by local conditions at the time.
Sweida is out of the electoral track
The People's Assembly elections in Sweida province are still officially postponed so far in light of political and security complications that prevent the start of the electoral process, while the governorate is waiting to create the necessary conditions for the start of voting and the completion of its representation in the new council.
On April 6, the spokesman of the High Elections Committee, Nawar Nejmeh, confirmed that the committee is keen to ensure the representation of the people of Sweida, but there is still no specific date for holding the elections, explaining that the seats of Sweida have been kept among the 11 vacant seats in the council, provided that they will be filled immediately after the completion of the electoral process.
