
Damascus Governorate Disburses Alternative Housing Compensation to the Residents of "Marota City"

On Tuesday , May 12, Damascus Governorate announced the start of the delivery of rental allowances to the residents of the "Marota City" area tomorrow, in implementation of the statement it issued a few days ago related to the financial compensation to the beneficiaries.
The governorate explained in a post on its Facebook account that the procedures include the delivery of the allowances due for the previous periods, in addition to the payment of the tenth year's compensation according to the new approved compensation with an increase of up to 35 times, and in two installments every six months.
She indicated that the delivery process will be carried out according to specific schedules according to the serial numbers of the beneficiaries, as on Wednesday, May 13, the dues will be delivered to the holders of numbers 1 to 50 between 9 a.m. and 12 p.m., while the dues of numbers 51 to 100 will be received between 12 noon and 3 p.m.
On Thursday, May 14, the dues will be delivered to the holders of the numbers 101 to 150 between 9 a.m. and 12 p.m., and to the holders of the numbers 151 to 200 between 12 noon and 3 p.m.
The governorate pointed out that the place of delivery is at the headquarters of the Directorate for the Implementation of Decree 66, calling on all beneficiaries to adhere to the specified dates and announced schedules, in order to ensure the smooth conduct and organization of the delivery process.
Damascus Governorate Approves Measures to Compensate the Victims of Decree "66"
On Tuesday, May 5, 2026, the Damascus Governorate announced a package of new decisions and procedures to address the outstanding problems in the areas of Decree 66 "Marota City and Basilia City", within the framework of addressing the effects of the previous phase and guaranteeing the rights of the people.
The governorate announced that the new measures include compensating the original owners by increasing the floor area allocated to them by 13.9%, as a result of the delay in the implementation of the project, in addition to raising the rental allowance for those entitled to alternative housing by 35 times, to reach about 56.27 billion pounds annually, from 1.6 billion pounds, as of the beginning of 2026, with the immediate disbursement of 6-month allowances.
It also pledged to pay the rent allowances accumulated for previous years, and to compensate the victims who were previously deprived for security reasons, which number more than 1000 families.
Redefining Property in Marota City
The governorate clarified that Decree 66 is a decree of organization and not an expropriation, and that the properties remain for their owners in exchange for regulatory shares and the right to alternative housing.
It stated that the share of owners in Marotta was on average 98% of the area of their properties before the regulation, and that green spaces constituted 32%, while streets and public facilities constituted 31%. It also stressed that the addition of new plots is only possible within a very limited scope and for reasons related to reparations and maintaining the population balance and real estate value.
The governorate pointed out that it is working in coordination with the local community to ensure the implementation of the project without inflicting any new damage on the residents, and called on the residents of Basilia not to be dragged behind rumors or sell their properties at low prices, reaffirming that the door for objection and grievances is open to everyone under the roof of the judiciary, and that it is committed to implementing any judicial ruling issued by the competent courts.
What is Marota City Project?
The Marota City project is the first regulatory area and bears a Syriac name meaning "sovereignty and homeland", a reference to the symbolic character that the implementers wanted to give to the project.
The project is located behind Al-Razi Hospital, extending over large parts of the Mezzeh and Kafr Sousa areas, and covers an area of approximately 2.1 million square meters, making it one of the largest reconstruction projects within the capital.
Marota City's urban plan is based on the construction of high-rise residential and investment towers ranging from 11 to 50 floors high, in addition to modern commercial centers, wide green spaces, and service and administrative facilities, and the project is designed to accommodate about 60,000 people, while providing thousands of jobs in the construction and service sectors, making it a project with an economic and social dimension that goes beyond the boundaries of traditional housing.
