The Ministry of Emergency and Disaster Management announced the removal of about 747,000 cubic meters of rubble within 3 months, in parallel with the continuation of work to establish a rubble recycling unit in Daraya, 8 km southwest of Damascus

According to the ministry's data, Idlib province topped the removed quantities with about 400,000 cubic meters, followed by Aleppo with 147,000 cubic meters, then Hama with 141,000 cubic meters, while the quantities in Latakia reached 44,000 cubic meters, and 15,000 cubic meters in the Damascus countryside.

The Ministry explained that these figures are limited to organized projects to remove rubble, and do not include daily service works, noting that these efforts come within the path of recovery, improving the service reality, and creating a safer environment for residents.

A report published by the Response Coordinators team earlier this year revealed that the amount of concrete rubble amounted to about 6.9 million tonnes in the first phase of the assessment.

The report showed that the damage included the destruction or damage of 161 health facilities, in addition to 892 schools and educational facilities, as well as 4626 kilometers of public roads and 51 bridges. In addition, more than 511 furnaces were destroyed, 66 telecommunication towers and 72 water stations were destroyed, explaining that  the damage in sewage networks amounted to 7393 km, while 312 mosques and places of worship were damaged.

 

A project to remove 550,000 cubic meters of rubble in northern Aleppo within 6 months

On  Sunday, April 19, 2026, the work of the rubble removal project began in the areas of Samaan and Azaz in the countryside of Aleppo, which is the largest in the region due to the large volume of destruction and rubble, and lasts for 6 months, as it aims to remove the rubble in more than 30 cities and towns within the two areas north of Aleppo, with an estimate of the amount of rubble expected to be removed at about 550 thousand cubic meters.

The project includes public sites, while allowing individuals wishing to remove rubble from their private property by submitting a formal request to do so within the framework of the project.

In a statement published on  its official IDs, the Civil Defense considered that this project is part of the national plan of the Ministry of Emergency and Disaster Management to remove rubble, accelerate recovery processes and return residents to their areas, within the framework of the implementation of "Decree No. (59)" aimed at rehabilitating infrastructure in the affected areas in preparation for the return of the people.

He added that the removal of rubble is a first and essential step in the path of recovery, as it contributes to providing a safer environment for the population and paves the way for the restoration of basic infrastructure.

 

Saudi project to recycle rubble in Douma and Daraya

Since  mid-March, the work of removing the remnants of war and rubble in the cities of Douma and Daraya in the Damascus countryside has been continuing as part of a project implemented by the Syrian Civil Defense teams, which revealed in a statement published on its official identifiers, Sunday, March 29, 2026. The project aims to remove at least 85,500 cubic meters of rubble, including 46,500 cubic meters in Douma and 39,000 cubic meters in Daraya, in accordance with technical standards that take into account the safety of the work teams and the population, and ensure the safe disposal of the remnants of war.

He pointed out that more than 75,000 cubic meters of rubble have been transferred from the two cities so far, with work continuing to complete the remaining quantities, indicating  that the project includes the establishment of a specialized unit for recycling rubble, with the aim of treating about 30,000 cubic meters of it and converting it into materials that can be used in improving and equipping public facilities for the benefit of local municipalities.

 

Project to remove 8 million cubic meters of rubble in Homs

On Thursday, March 26, 1016, the head of the Homs Provincial Council, Bashar al-Sibai, announced the launch of a project to remove and recycle rubble in the city, in cooperation with the "Urban Union" company, with the aim of improving the service reality and restoring the city's civilized appearance.

Al-Sibai explained that the project focuses on removing accumulated rubble and recycling it to produce construction materials such as bricks and interlock stones, which contributes to supporting reconstruction operations, pointing out that the quantities of rubble in Homs are renewed with the return of residents and the start of the restoration work of their houses, and that its volume is estimated at more than 8 million cubic meters.

 

Decree 59 steps towards a "Syria without camps"

On March 10, 2026, President Ahmed al-Sharaa issued Decree No. 59, which sets out an executive vision to end the displacement file and reach the goal of a "Syria without camps" by rehabilitating the affected areas and preparing the infrastructure for the safe and sustainable return of the people.

According to the decree, the committee in charge of implementing the decree is headed by Minister of Emergency and Disaster Management Raed al-Saleh, and includes the ministers of finance, public works, housing, social affairs, labor and local administration, in addition to the governors of Aleppo, Hama and Idlib and the director of the International Cooperation Department at the Ministry of Foreign Affairs.

The committee's tasks are to rehabilitate basic services, raise the level of service in displacement areas, and mitigate the effects of displacement, while moving from temporary relief solutions to long-term development programs.
