The Israel Broadcasting Corporation revealed that the United States has handed Israel a document containing demands related to the Gaza Strip, including proceeding with reconstruction even without disarming Hamas.
On Monday evening, the commission said that Washington expects to receive written approval from Israel for the document, which it said "reflects US pressure to proceed with the implementation of President Donald Trump's plan, even if Hamas is not disarmed, and at the same time expresses Washington's desire not to resume the war."
As of 06:30 Jerusalem time, there had been no official comment from Israel or the United States on the Israeli broadcaster's report.
Document: Formation of a Technocratic Government
The report revealed that the document includes clauses obliging Israel to allow the implementation of infrastructure projects in the Gaza Strip, including water, electricity, and others in unspecified areas, in addition to transferring the population from areas under Hamas-control to areas under the responsibility of the "Peace Council" by the end of 2026.
The document stipulated allowing the establishment of a central headquarters for a technocratic government, granting permits to build bases for the international force, in addition to allowing the reconstruction of the European Hospital, including the entry of construction materials and medical equipment, and the establishment of an access corridor to it from areas under Hamas control.
The document refers to Israel transferring the Palestinian Authority's tax money related to Gaza to the Peace Council, with the start of recognizing the technocratic government as a "sovereign entity in Gaza," in addition to granting the technocratic government freedom of movement in and out of the Gaza Strip for official purposes, and allowing the distribution of fuel and digital payments, as part of reducing Hamas's ability to collect taxes and impose fees.

Under the document, Israel also allows the operation of a 4G telecommunications network, a service currently banned in Gaza, as well as conditional amnesty for people who surrender their weapons and commit to peace.
In return, the Peace Council oversees supply chains, fuel, and payments, and works to reduce taxes imposed by Hamas, according to the same source.
The document includes security arrangements through the International Stabilization Force (ISF), backed by an "unarmed Palestinian civilian guard," while giving Israel the right to take whatever it deems appropriate to protect its security in the event that Hamas does not comply with disarmament.
The broadcaster said that the conclusion of the document indicates that the United States is hinting to Israel that the option of resuming the war in Gaza is no longer on the table, and that the time has come to push for an alternative to Hamas rule, even if the latter refuses to hand over its weapons.
White House approves structures for managing the transitional phase in Gaza
On January 16, the White House announced the adoption of the structures for managing the transitional phase in Gaza, which include the Peace Council, the Gaza Executive Council, the National Committee for the Administration of Gaza (a government of technocrats) and the International Stabilization Force.
The first meeting of the Peace Council, chaired by US President Donald Trump, was held on February 19 at the Institute of Peace in Washington.
These developments come within the second phase of Trump's 20-point plan to end the war in Gaza, which is supported by UN Security Council Resolution 2803 of November 17, 2025.
This plan came after two years of a genocidal war that began on October 8, 2023, and resulted in more than 73,000 martyrs and more than 173,000 wounded, in addition to extensive destruction that affected about 90 percent of civilian infrastructure, and the United Nations estimates the cost of reconstruction at about $70 billion.
