Serbian President Aleksandar Vučić set off a political bombshell by officially announcing to a huge crowd of supporters in the capital Belgrade that he would step down in the next few weeks.

This abrupt decision came to cut short his second and final presidential term about a full year before its constitutional date scheduled for mid-2027, putting an end to 13 years of absolute domination of the country's political scene, amid immediate calls from him to hold early presidential and legislative elections to rearrange the political cards.

The Novi Sad earthquake and the student movement

This dramatic development comes as the culmination of 18 continuous months of mass demonstrations and protests, punctuated by intense confrontational violence, following the tragedy of the collapse of the roof of the canopy of the train station in the northern city of Novi Sad in November 2024, which resulted in the death of 16 people.

The student movement, which was the spearhead of these demonstrations, took the blood of the victims of the station as a main motivation to expand the demands, as protesters, opposition parties, and human rights groups considered the disaster as irrefutable evidence of corrupt government mismanagement and suspicious construction projects, and the movement evolved from demanding a transparent investigation to demanding the departure of the regime and early elections.

Political maneuvering and a return to influence

The Serbian president did not specify the exact date of his resignation or when parliament would be dissolved, the constitutional mandatory procedure for organizing legislative elections, only to emphasize that he would devote all his efforts to helping the ruling Serbian Progressive Party (PSP) ensure victory in the upcoming elections.

This ambiguity has prompted observers and critics to label the ad as a "tactical maneuver," with almost certain rumors circulating in Belgrade political circles that Vucic is seeking to relinquish the presidential chair in order to compete for re-election as prime minister — a position he entered and controlled between 2014 and 2017 — as a smart move to retain effective influence and run the state from behind the constitutional curtain of the "state companies."

Skeptical opposition reactions

Serbian opposition forces were quick to downplay the "democratic concession" character of the speech, as Savo Manolovic, the head of the opposition student movement "Start-Change", stressed that Vucic is not giving a gift to the people, but "trying to anticipate his inevitable fall under the weight of street pressure", pointing out that the student movement has become more popular and supportive than the president himself.

Saturday's speech reflected a striking shift in the tone of Vucic, who has long called student protesters "agents of foreign parties" and instigators of strife aimed at dividing the country and toppling state-funded state institutions in previous speeches.

The Symbolism of "Vidovdan" and Parallel Escalation

The announcement of the resignation coincided with Serbia's commemoration of "Fedovdan" (St. Vitus' Day), a national and religious holiday that falls on June 28 and carries in the Serbian conscience a deep and complex historical symbolism, extending from the famous Battle of Kosovo in 1389 to the assassination of Archduke Franz Ferdinand in 1914 in Sarajevo, which sparked World War I.

While Vucic was delivering a speech in Belgrade, thousands of students gathered in the city of Novi Sad to commemorate the victims, in parallel with the preparation for another mass student march on Sunday in the southeastern city of Kraljevo, to confirm the continuation of street pressure and not to accept verbal promises until the resignation is translated and parliament is officially dissolved.

Aleksandar Vucic represents the most difficult figure in Serbian politics over the past decade, as he has been promoted to sensitive sovereign positions based on the broad fan base of the "Serbian Progressive Party", but the accumulation of structural corruption files, the suppression of media freedoms, the constant accusations of his allies' links to organized crime, as well as the tragic fall of the victims of the train station, collectively constituted the point of irreversibility of his regime, and Serbia's entry into this resignation is a critical stage in the restructuring of its internal political alliances and its turbulent regional relations in the region Balkans.
