Lebanon has announced the extension of the exceptional facilities for the last time for Syrian nationals and Palestinian refugees in Syria who wish to leave voluntarily through land border posts for an additional month.
In a statement on Monday, June 29, Lebanon 's General Directorate of General Security said that this extension constitutes the final opportunity to settle the situation before moving to a stricter phase in the application of laws to anyone residing inside Lebanon illegally, indicating that the extension will continue until July 30, 2026, inclusive.
The directorate explained that the extension of the deadline comes "as a commitment to a dignified return to Syria quickly and effectively, after the elimination of the causes of displacement and the improvement of the political and security conditions in Syria," it said.
The Directorate described the current decision as one of the most extensive settlement processes adopted by the state in years, explaining that it provides a full financial exemption from accumulated fees and fines, and includes violators, regardless of their method of entry into Lebanon, whether legal or illegal, and no matter how long the violation lasts.
She stressed that the decision guarantees leaving without issuing future entry ban notices, which makes the settlement comprehensive and unrestricted, and gives those wishing to leave the opportunity to leave without subsequent legal consequences.
General Security: A Different Phase After July 30
On the other hand, the Lebanese General Security stressed that after July 30 it will be a completely different phase, as the authorities will begin to apply strict legal measures against anyone who continues to reside irregularly.
These measures include legal prosecution and deportation of those who refuse to regularize their status or obtain official work permits, he said, in addition to tightening penalties on Lebanese employers and hosts who provide work or housing for violators, as part of a policy aimed at controlling the labor market and limiting violations.
The Lebanese state continues to suppress illegal work by arresting anyone who practices professions outside the sectors designated for foreign workers, in addition to the continued suspension of residency based on leases or personal undertakings, and limiting residency permits to annual work permits under stricter conditions, reflecting an official trend towards reorganizing the irregular presence on Lebanese territory.
Statistics: 1.4 million Syrians in Lebanon
Semi-official statistics and data estimate the number of Syrians residing in Lebanon at about 1.4 million people, a clear decrease from previous years as a result of the intensified waves of returns, voluntary and individual, that began after the fall of the former Syrian regime in December 2024 and continued at a high pace during the first half of 2026, which redrew the demographic map of the Syrian presence in Lebanon.
The available data show that the Syrian presence is divided into three main categories: the category of refugees registered with UNHCR, estimated at between 700 and 775 thousand people, who are still part of international humanitarian response programs, while the number of unregistered people is estimated to be between 400 and 600 thousand people, including those who entered after the suspension of registration in 2015, in addition to regular workers with work permits.
The number of new arrivals is estimated to be around 112,000 to 120,000 people who entered in 2026 and whose legal status is still pending government decisions.
On the other hand, the voluntary return movement recorded an unprecedented increase, as Syrian officials and international organizations announced that more than 370,000 Syrians voluntarily returned from Lebanon through land crossings during the recent period, benefiting from the facilities and exemptions launched by the Lebanese General Security, especially the exemptions of fees and fines accumulated on residency.
