The committees in charge of following up on the file of the unregistered in northern and eastern Syria discussed the procedures and steps of the second phase of the implementation of Decree No. 13, which includes conducting direct interviews with applicants for Syrian citizenship after the end of the registration period at the beginning of last May.

A source in the committees told "Syrian News" that the interviews will include applicants inside and outside the country and will be conducted in accredited centers in Qamishli, Al-Malikiyah (Derek) and Al-Jawadiyah (Jal Agha), stressing the importance of this stage as it includes the confirmation of personal data and the habit of registering civil records and taking fingerprints in preparation for completing the necessary legal steps to grant citizenship.

Issuance of official identities and documents in early September

The source predicted that the first batches of official identities and documents of those who are not registered will be issued between the end of August and the beginning of September 2026, according to the timetable approved by the Directorate of Civil Status and the joint committees concerned with the implementation of Legislative Decree No. 13.

He added that by August, the final legal scrutiny of the files will be completed and the nominal lists approved by the subcommittees in al-Hasakah and Qamishli will be submitted to the main center in preparation for the issuance of collective administrative decisions granting citizenship.

He explained that after the granting of national numbers and the confirmation of entries in the General Civil Registry, between October and December 2026, the committees will continue to process complex files or that require additional documents, while continuing to issue documents in monthly installments to ensure that all registered applications are accommodated.

5515 individual applications and 2033 family applications

The process of receiving applications began on April 6 and continued until May 6, before being extended for an additional week, within the framework of the implementation of the decree issued on January 16, 2026, which stipulates granting Syrian citizenship to Kurdish citizens of the category of those who are not registered.

The Qamishli Center at the March 12 Martyrs Stadium received more than 3000 individual applications and 1290 family applications, while the Al-Malikiyah Center recorded about 2000 individual applications and 500 family requests, and the number of applications in Al-Jawadiyah reached 515 individual applications and 243 family requests as of April 24.

The case of Maktoumi al-Qalid dates back to the extraordinary census in al-Hasakeh province in 1962, which led to the deprivation of Syrian citizenship for tens of thousands of Kurds, and it is estimated that the number of those affected, including those who were enlisted, exceeded 500,000 over the past decades
